Clean Slate Program

The not-for-profit North East Community Action Corporation (NECAC) is working with Ameren Missouri on the $3 million Clean Slate program to pay off outstanding utility bills of disadvantaged people affected by COVID-19.
“NECAC is very pleased to work with Ameren on this very important program,” said NECAC County Services Programs Director Linda Fritz. “We urge people to make an appointment and see if they qualify for Clean Slate. It’s a wonderful opportunity to have past-due bills forgiven.”
“There are a lot of Missouri families struggling right now and having to make some tough financial decisions in light of this pandemic—we get that and we want to help,” said Ameren Chairman and President Marty Lyons. “Our COVID-19 Clean Slate program is similar to one we had following the economic crisis in 2009, which helped thousands of Missourians pay off their energy bills. With so many customers in need today, we felt it was important to bring back the program, which is why we worked closely with the Missouri Office of the Public Council to make this happen.”
The one-time assistance for income-qualifying residents will be offered first-come, first-served. The program will not pay for diversion charges. People assisted must be the Ameren customer on record, present a Social Security card and have a copy of their latest bills. A disconnect notice is not required.
Those who have received energy assistance from NECAC in the past do not have to provide income documentation unless there has been a change in status. Clients must pay at least 25 percent of the bill before the rest is paid by Clean Slate and no funds will be allocated until a client receipt of payment has been received.
