Canton School Board July 2024

The Canton R-V Board of Education met on July 8, 2024. in the Canton R-V Library Media Center Conference Room for the regular monthly business meeting.

 The meeting was called to order and the Board recited the Pledge of Allegiance and approved the agenda. The following items were discussed in the consent agenda: meeting minutes, transfers, amendments, building principal reports, attendance, lunch, and safety reports. Following the consent agenda, the Board authorized the payment of the monthly bills.

 Superintendent Uhlmeyer presented the monthly financial report to the Board of Education. The balance in Funds 10-60 as of 6/30/2024 was $8,604,993.49. This was a $765,351.60 increase from the previous fiscal year.  The unrestricted balance in Fund 10 – Incidental on 6/30/2024 was $2,368,503.17, which was an increase of $588,993.59 from the previous fiscal year.

 The unrestricted fund balance percentage for Fiscal Year 2024 is calculated as follows:

•Unrestricted Fund Balance Percentage = Unrestricted Fund 10 Balance                             (Total Expenditures Fund 10 + Total Expenditures Fund 20)

•Unrestricted Fund Balance Percentage = $2,368,503.17 / $7,382,141.43 = 32.08%

 During the presentation of the unrestricted fund balance percentage, Mr. Uhlmeyer discussed with the Board of Directors that this percentage has been inflated over the past two years due to the District drawing down the remaining COVID-19 relief funds from the federal government.

 Following the financial report, the Board of Education dedicated time to hear from citizens who would like to address the Board of Education and have followed the proper progression through the chain of command. There was no citizen communication during this time.

 In reports, the administration presented 2023-2024 Yearly Attendance Data and annual Parents As Teachers report. The Board expressed their gratitude to Mrs. Beth Weaver for her leadership of the PAT program and its success.

 In current business, the Board took action on the following items:

Approved setting the Tax Levy Hearing for August 12, 2024 at 6:00 p.m. with the regular monthly meeting to immediately follow.

Re-adopted the Ethics/Conflict of Interest Policy 0340; Re-adopted the Migrant Student Policy and Regulation 2270; Approved a dual credit agreement with Culver-Stockton College

Approved 2024-2025 Elementary Student Handbook as presented; Approved the 2024-2025 Athletics and Activities Handbook as presented; Approved the 2024-2025 Faculty and Staff Handbook as presented; Approve the 2024-2025 A+ Handbook with the addition of the random drug testing policy.

Approved the 2024-2025 Substitute Teacher daily rate of pay as presented. This rate is based on the base salary and certification level of the substitute teacher.

Approved the 2024-2025 Professional Development hourly rate of pay as presented. This rate is based on a calculation using the base salary, contract length, and hours per contract day. The rate will increase from $25/hour to $30/hour for 2024-2025.

Approved the 2024-2025 Substitute Bus Driver rate of pay of $15/hour

Approved the 2024-2025 Bus Driver Activity Trip rate of pay of $15/hour

 During executive session, the Board approved the following: The Board approved hiring Mr. Josh Thrower as a part-time, certified teacher for High School ELA. The Board approved a volunteer coaching contract for Mrs. Carla Arnold for cheerleading
